PARIS (AP) — France’s president and prime minister managed to form a new government just in time for the holidays. Now comes the hard part. Crushing debt , intensifying pressure from the nationalist far right, wars in Europe and the Mideast: Challenges abound for President Emmanuel Macron and Prime Minister Francois Bayrou after an already tumultuous 2024. The most urgent order of business is passing a 2025 budget. Financial markets, ratings agencies and the European Commission are pushing France to bring down its deficit, to comply with EU rules limiting debt and keep France’s borrowing costs from spiraling. That would threaten the stability and prosperity of all countries that share the euro currency. France’s debt is currently estimated at a staggering 112% of gross domestic product. It grew further after the government gave aid payments to businesses and workers during COVID-19 lockdowns even as the pandemic depressed growth, and capped household energy prices after Russia invaded Ukraine. The bill is now coming due. But France’s previous government collapsed this month because Marine Le Pen’s far-right party and left-wing lawmakers opposed 60 billion euros in spending cuts and tax hikes in the original 2025 budget plan. Bayrou and new Finance Minister Eric Lombard are expected to scale back some of those promises, but the calculations are tough. “The political situation is difficult. Research suggests that much of that increase is due to increasing awareness and screening for the condition; changing definitions of autism to include milder conditions on the spectrum that weren’t recognized in previous years; as well as advances in diagnostic technology. “For a very long time, the anti-vaccine movement has been exploiting families of autistic people, promoting a market for pseudo-scientific treatments that don’t provide the answers they’re looking for and that can expose autistic people to real harm,” said Ari Ne’eman, co-founder of the nonprofit Autistic Self Advocacy Network and an assistant professor of health policy and management at the Harvard T.H. Scientists have found a variety of risk factors for autism — most of which exist before birth — but there is no single cause for a neurological and developmental condition that affects how people interact with others, communicate, learn and behave. A number of the traits sometimes seen in people with autism — such as being sensitive to loud noises, for example, or finding it difficult to interpret social cues — are also found in people who have not been diagnosed with autism. Doctors diagnose autism based on a person’s behavior, noting that there is no simple test for the condition, as there is for Covid or diabetes, said Arora, founder and CEO of a start-up company that researches biomarkers for autism and other neurological conditions. Finding the cause of an infectious disease — such as influenza, which is caused by the flu virus — is much more straightforward. While researchers continue to study the factors that influence the development of autistic traits, “the one thing we know doesn’t cause autism is vaccines,” said Catherine Lord, a psychologist and researcher at the Center for Autism Research and Treatment at the UCLA David Geffen School of Medicine. Genetic vulnerability Doctors have long known that genes play a large role in autism, simply by noting that autism can run in families. For example, in identical twins — who share all of their DNA — if one twin has autism, the other usually does, as well. In the case of fraternal twins — who share about half their DNA — if one fraternal twin has autism, the chance that the other will have autism ranges from 53% to 67%, according to an analysis of research studies. Scientists have identified more than 100 genes related to autism, Miller said, and genes are believed to play a role in 60% to 80% of cases. “The genetics of autism have never been better understood,” said Dr. Gregory Cejas, medical director of the Autism Clinical Center and Fragile X Clinic at the Washington University School of Medicine. “We’re making leaps and bounds about known genetic causes of autism.” Yet genes clearly don’t explain every case of autism. Autism is very different from conditions like sickle cell anemia or cystic fibrosis, which are caused by a single gene. Scientists believe that people develop autistic traits due to a combination of genetic vulnerability and environmental exposures, Lord said. “People have found many, many different genetic patterns associated with autism, but none of them are only associated with autism and none of them are always associated with autism,” Lord said. For example, fragile X syndrome — caused by a mutated gene on the X chromosome — is the most common known cause of autism. But only a fraction of children with the genetic mutation actually develop autism, Miller said. It’s possible that this mutation leaves some people more vulnerable to developing autistic characteristics, while others with the same mutations don’t develop autistic traits, because they are shielded by protective factors that have not yet been identified. Some people blamed the measles-mumps-rubella vaccine with autism because symptoms of the condition often occur at around 12 to 15 months of age, the same time toddlers get that immunization. But Miller notes that “most of the genetic conditions that affect our life and health aren’t apparent at birth. Symptoms or characteristics won’t show up until later, but the genetic code will have been with us the whole time.” Prenatal vulnerability Many of the known risk factors for autistic characteristics occur before birth or at the time of delivery, Arora said. Babies who experience complications at birth , such as their umbilical cord becoming wrapped around their neck, have a higher risk of autism. So do babies born prematurely , perhaps because of something that happened in the womb. Children are also slightly more likely to be diagnosed with autism if they have older fathers and possibly if they have older mothers, Miller said. It’s not clear if something in the biology of older parents causes a child to have a higher risk of autism, or if socioeconomic issues could play a role. It’s possible that older parents have better access to health care, making it more likely for their child to receive an autism diagnosis. A mother’s health influences her child’s autism risk in several ways, according to multiple studies: Children have a greater chance of being diagnosed with autism if their mothers were exposed to high levels of air pollution or developed a serious infection , such as the flu or pneumonia, while pregnant. While Ne’eman, of the Autistic Self Advocacy Network, said he’s not opposed to basic biological research on autism or its causes, he said those studies do little to help people with autism overcome the barriers they face in their everyday lives. DUBLIN — David Misch has waited more than six years for a chance to tell his side of the story, and before a jury on Tuesday afternoon, he finally did it. Misch, 63, needed to explain just how his DNA came to be under the , whose nude body was found a few feet from that of her best friend, 18-year-old Michelle Xavier, in a remote section of the hills above Fremont back on Feb. 2, 1986. Misch also needed to convince the jury that an assortment of handwritten letters and numbers found on Xavier’s hand was not a partial license plate from a Honda motorcycle he rode at the time, as prosecutors contend. Speaking out loud for the first time during his six-week double murder trial on Tuesday morning, Misch launched into his version of events. He painted a picture of his life in the 1980s as an ex-convict who was living out of a Hayward motel, sold cocaine, methamphetamine, marijuana, and “a little acid” to whoever would buy it and hung around prostitutes, addicts and who he referred to as “boosters” — people willing to pay Misch to take them shoplifting around the East Bay. “You had everybody from the local bars, to yuppies, to the average person who just wants to have some dope for work,” Misch said, when asked to describe his drug clientele in the 1980s. He later added that he even had a few “housewives” who would buy methamphetamine for “weight loss.” His explanation for Duey’s DNA under his fingernails was simple enough. Misch claims the two shared a cigarette while he was selling her and Xavier and a bag of cocaine — known as an “eight-ball” — just hours before the two were kidnapped, forced up Mill Creek Road and . If true, all this was just horrible luck for Misch, who by that point in his life had , a burglary that appeared to have a lewd motive and a random attack on a woman who angered Misch by picking flowers and appearing too arrogant for his liking, according to court records. Misch testified that he had a system going with local “boosters” who would pay him $100, fill the tank up in his “bright red” Volkswagen Beetle and cut him in on the profits to drive them around and shoplift. These professional shoplifters included a woman known as “Snaggletooth,” a handful of random drug customers and a woman named either, “Gertrude, Gretchen, or Giselle,” who went with him on one particular day of note. It was the day he met Duey, Misch claimed, who worked at a local mall at the time. Misch testified that his companion paid off another employee as part of the shoplifting scheme and that Duey went up and asked Misch for cocaine. He gave her his pager number and sold her drugs “10-12” more times after that, including on that fateful day in February 1986, he said. On that final meeting, Misch said that Duey and Xavier asked him for a much larger amount of cocaine than he was used to selling them. Suspicious, he said he agreed to meet up at a local gas station but questioned them before retrieving his bindle and handing it over for a price of $250. He says that while counting the cash, he and Duey shared a cigarette, passing it back and forth until he told them goodnight and left. “I walked off with her cigarette,” Misch said in a California Okie accent, wearing a sheepish grin on his face. When asked if he took them to Mill Creek Road, Misch denied it categorically. “I never even heard of Mill Creek Road until this case,” Misch said, adding that Fremont simply, “wasn’t one of my haunts.” “Fremont police were known as the gestapo,” he said of the department that eventually linked him to Xavier and Duey’s deaths. As for the motorcycle, Misch claimed that he was no longer driving it in early 1986, because he’d wrecked it in a crash months earlier. His lawyer, Ernie Castillo, had police paperwork proving that Misch was in fact involved in a motorcycle crash in 1985, but it was left up to Misch’s word that he never had the bike fixed or drove it again after that day. The story Misch told was wildly different than what he told cold case detectives in 2017. Back then, when confronted with DNA evidence, he said that he was at a gas station when he witnessed Duey being kidnapped, then leapt into action, engaging in a tug-of-war with her abductors before they pulled her away and left into the night. Castillo now says that story was simply an example of Misch playing games with the police, who noted in their report that Misch took long pauses during the interview before speaking. If Misch convinces a jury to acquit him, his legal troubles are far from over. He is also accused of murdering 9-year-old Michaela Garecht after allegedly kidnapping the young girl by moving her scooter next to his car while she bought candy at a Hayward store. He then grabbed her when she went to retrieve it, authorities say. Xavier and Duey were best friends who were planning to watch a film and share a pizza on the night they were killed. Prosecutors have contended that they had the misfortune of bumping into Misch that night, and that he used a gun and a knife to force them to the secluded area to rape them, then killed them when they began fighting back. Protected personal information of more than 1 million people — including about 4,700 Social Security numbers — was accessed from Illinois Department of Human Services files in April, the agency confirmed last week. State agencies are required under the Illinois Personal Information Protection Act to notify the news media of certain reportable breaches of security. In a statement, the Illinois Department of Human Services said it experienced a privacy breach on April 25 when a phishing campaign was used to access a number of employee accounts and the files associated with the accounts. Phishing involves sending seemingly legitimate requests for personal or sensitive information such as passwords or account numbers. IDHS said the files that were accessed included Social Security numbers for 4,704 people. In addition, public assistance account information was accessed for more than 1.1 million people. While that information did not include Social Security numbers, it did have names, public assistance account numbers and some combination of addresses, birthdate, Illinois State Board of Education Student Information System identification numbers and cellphone numbers. "Upon learning of the phishing incident, IDHS worked in partnership with the Illinois Department of Innovation and Technology to investigate the extent of the breach and to determine which individuals were included," according to the statement. "This was an in-depth forensic analysis, followed by a manual review of all compromised files to determine the nature of the breach. IDHS continues to train its employees on how to avoid and report phishing attempts." Tight end Matthew Hibner had SMU’s final 16-yard touchdown with 1:42 remaining. The receivers stepped up, as Virginia limited SMU’s running backs, which combined for 111 yards on 35 carries. Mustangs to close out regular season at Ford Stadium SMU will get a chance to enjoy senior day next week without worrying about its ACC title game chances. Having already clinched their spot, SMU will play its final regular-season game at Ford Stadium against Cal with a chance to become the first since the 1992 Florida State Seminoles to finish its inaugural campaign in a power conference unbeaten. SMU has more to play for beyond the ACC title game. While it looks like the Mustangs will need to win the ACC championship to earn a spot in the College Football Playoff, at-large bids are still at play. Finishing 8-0 in conference play would be key to helping the Mustangs’ chances at one of those seven spots — or a better bowl selection should they miss out on the playoff. They will also await their ACC championship opponent.
